THE DIRECT ANSWER

Do not assume authorization for one arrangement covers a different employer or proposal.

Review the actual intended work

Have the selected facts and any material change assessed through the appropriate process. A second offer does not itself authorize beginning that work. Hypothetical example: an acoustical engineer whose preferred employer wants work to begin before the technical scope is final.

At a first review, the first review should establish what duties exist on the intended start date, not what the parties hope to add later. The records most likely to settle that point are current offer, project statement, credential records, proposed start date, and evidence of any material revision. Sequence the work deliberately: resolve the final role, then use the procedure appropriate to the applicant and employer before work begins.

A common error is relying on an earlier authorization analysis after the employer substitutes a different project and supervisor; that error matters because a conclusion based on incomplete or mismatched facts may not carry to the final arrangement. Write down the decision that remains after the review, the fact that could change it, and the record needed to resolve that fact. This creates a usable file rather than a collection of documents that cannot be connected to the actual plan.
