USCIS filing charges from the fee schedule for the investor petition and later Form I-829, project administrative fees, borrowing costs, and substantial professional fees.
Interest on borrowed capital is a real and continuing cost
The qualifying capital is currently $1,050,000, or $800,000 in a targeted employment area or infrastructure project under the 2022 Reform and Integrity Act, and these figures should be re-verified before relying on them. Around them sit the USCIS charges published in the fee schedule for the investor petition, the immigrant visa or adjustment stage and the later condition-removal filing, plus a regional centre's separate administrative fee which is not part of the qualifying capital.
A borrowing investor adds interest, arrangement fees, appraisal costs and legal fees for the security documents, and pays interest throughout a period in which the capital must remain invested and cannot be withdrawn to service it. Model that cash flow honestly over at least four years before committing, and include professional fees for the source-of-funds work, which is heavier where a loan and a business are involved.
