A pending application proves effort, not eligibility
Appendix 2 sets the qualification for Registered Nurse as a state or provincial licence or a Licenciatura degree. An Ontario provincial licence can satisfy that TN credential rule; the destination state’s licensing requirements are a separate condition on lawful nursing practice. A pending state application does not itself grant authority to practise, but it does not erase an otherwise qualifying provincial licence for TN purposes.
The applicant should confirm the state board’s current requirements and processing information and should not begin regulated work until the practice-licence requirement is met. If the hospital operates across state lines, confirm which licences the actual duties require. The federal health care worker certificate is separate and must be obtained before admission when the federal rule applies.
