DOURO-DUMMER · EB-5 FIELD GUIDE

What should a Douro-Dummer investor ask a project sponsor before committing?

Sources checked:

THE DIRECT ANSWER

How jobs will be counted under the approved methodology, what reporting the investor will receive and when, and what the investor's position is if the project underperforms.

Ask what you will be able to prove later

The investor's own petition carries the job-creation requirement, so the question is not only whether a project is credible but whether the investor will be able to evidence the outcome. Ask what methodology counts the jobs and whether it includes indirect employment. Ask what reports the investor receives, how often, and whether they will contain what a removal-of-conditions filing needs.

Ask what happens if the project's timeline slips past the conditional period. And ask for the answers in writing rather than in a meeting. A Douro-Dummer investor should also confirm what independent records they can obtain themselves, since relying entirely on a third party for the evidence of one's own compliance is a position worth entering deliberately if at all.
